In a circular dated July 2, 2025 (Ref: SEBI\/HO\/MIRSD\/MIRSD-PoD\/P\/CIR\/2025\/97), SEBI is introducing a <strong>six-month special window<\/strong> to re-lodge transfer requests that were submitted before April 1, 2019 but rejected or unattended due to documentation issues.<\/p>\n<p>\ud83d\uddd3 Key Dates<\/p>\n<ul>\n<li><strong>Special window period:<\/strong> July 07, 2025 \u2013 January 06, 2026<\/li>\n<li><strong>Eligible transfers:<\/strong> Transfer deeds lodged prior to April 01, 2019 and returned\/rejected\/not processed due to deficiencies<\/li>\n<\/ul>\n<p>\ud83d\udd0d What\u2019s Changing?<\/p>\n<ul>\n<li>Investors now get <strong>one final opportunity<\/strong> to re-lodge their transfer deeds.<\/li>\n<li>All transfers under this window will be processed <strong>exclusively in demat mode<\/strong>.<\/li>\n<li>Requests pending with RTAs or listed companies as of now are also covered.<\/li>\n<\/ul>\n<p>\ud83d\udee0 Implementation Guidelines<\/p>\n<ul>\n<li><strong>Public Awareness:<\/strong> Stock Exchanges, RTAs, and listed companies must <strong>publicize the window bi-monthly<\/strong> through print and social media.<\/li>\n<li><strong>Dedicated Teams:<\/strong> RTAs and listed companies are required to create <strong>focused teams<\/strong> to handle these requests.<\/li>\n<li><strong>Monthly Reporting:<\/strong> RTAs\/companies must submit reports to SEBI on:<\/li>\n<\/ul>\n<ul>\n<li>Number of requests received, processed, approved, and rejected<\/li>\n<li>Average processing time<\/li>\n<li>Publicity measures taken<br \/>\n<em>(Format provided in Annexure-A of the circular)<\/em><\/li>\n<\/ul>\n<p>\ud83c\udfdb Regulatory Backing<\/p>\n<p>This move is powered by SEBI\u2019s authority under:<\/p>\n<ul>\n<li>Section 11(1) of the SEBI Act, 1992<\/li>\n<li>Regulation 102 of the SEBI (LODR) Regulations, 2015<\/li>\n<li>SEBI (Registrars to an Issue and Share Transfer Agents) Regulations, 1993<\/li>\n<\/ul>\n<p>\ud83d\udca1 Why It Matters<\/p>\n<p>For investors who were stuck due to missed deadlines or minor procedural lapses, this is a chance to reclaim their investments and bring their holdings into the digital demat ecosystem.
